I am trying to generate proxy stubs from my WCF Service by the following command

wsimport http://localhost/Wcf2Asmx/HelloService.svc?wsdl -s d:\tmp\sources

result:

[WARNING] Ignoring SOAP port "CustomBinding_IHelloService": it uses non-standard SOAP 1.2 binding.

You must specify the "-extension" option to use this binding.

Version :JAX-WS RI 2.2.4-b01

I have attached wsdl file.

Is it a bug???

Or not implemented???

No, it's not bug - wsimport processes by default SOAP 1.1, which is standard. If you want to use SOAP 1.2 binding, you can, but you have to add extra option to wsimport:

wsimport -extension http://localhost/Wcf2Asmx/HelloService.svc?wsdl -s d:\tmp\sources

It will display warnings anyway, but SOAP 1.2 will be used.
