I compiled Circle application using the following command
${JAVA_HOME}/bin/javac -bootclasspath ${OCAPROOT}/bin/lib/ocap-stub.jar src/*.java -d bin

and copy it into qa/xlet/com/cablelabs/circlesxlet directory.

I followed the link below to setup hostapp.properties file.
https://devzone.cablelabs.com/widget/web/ocapri/1/-/wiki/OCAP%20RI%20Pub...

However, I still got error in AUTO_PARTIALLY_LOAD->LOADED phase ("~AUTO_PARTIALLY_LOADED->LOADED failed"). Also I noticed that my compiled .class file size is a bit smaller than the CirclesXlet.class downloaded from cablelabs svn. Could anyone here help me with this problem?

sorry, just add "-target 1.4 -source 1.4" in javac compile options and the application can be successfully launched.
