I've looked around but can't find any discussion on whether Mojarra will (or does) support rendering HTML 5.

Is there a way to configure Mojarra to output:

One of the ways to do it would be to incorporate an HTML5 renderkit.
This is definitely on the radar. The MyFaces implementation is also experimenting with an HTML5 renderkit. I will also be at the Jazoon conference in Switzerland (June 1) talking about JSF2 and HTML5.

Yup at this stage I'm happy if the page renders with the above mentioned HTML 5 header, allowing me to place my own HTML5 markup in the page.

I'm hoping this is just a simple addition and plan to look into it further.

I just presented the "What's Next for JSF" presentation at the JAX
conference in Mainz yesterday. When I get approval to do so, I'll post
the slides and point to them here. In brief, I think HTML 5 support
will be a big part of JSF going forward. Certainly it will be in the
version of JSF that is going with JavaEE 7, which is in the very early
stages of planning.
