Best parameters on 32bit windows

I need some help on tuning the creation of a map with osm2gpsmid.
I run this on a 8 core 16Gb 32bit Windows2003 server with jre6.

java -Xmx1536M -jar Osm2GpsMid-0.6.jar planet-benelux-latest.osm.gz

It gives me the following error:

this error tells that native code is running out of memory
try to reduce the Xmx of your application
and try to profile the memory usage of the system during the execution of your application
