A "Design Bar" component?

I am trying to create a type of toolbar, but I do not know where to start... I'm looking for a bit of direction. I saw this type of widget in commercial application and was very impressed by it.

The "design bar" would be vertical (left or right of the screen) and has tools arranged in groups. Each group looks like a button. When you click on the "group" button, the whole group opens up below and reveals the relevant tools. I've got a screen shot but can't upload it here.

I'm looking for some suggestions on how to build up this component.

You should probably take a look at the Ribbon component in the Flamingo component suite: https://flamingo.dev.java.net/

Try the SwingX JXTaskPane component as a container for the tools/actions.
