Yes, just look at LWUIT look and feel there is API call for this. There is more information on how to implement in the Developers guide for Lwuit, as well as in the tutorials and examples.
However if you don't want use LWUIT, or have special components that might not work in LWUIT, you can always roll your own. While in theory it's simple to do but you can bet there will be some type of porting issue to support a wide range of devices.
The basic design is that you paint your components to a buffer, and then paint the buffer to the actual screen based on x/y and the width/height of the device screen using the translate(x,y) method on graphics.
There are examples of this on the web, and how to do it for your specific needs is something you will have to research and determine. If you are not a hardcore JavaME developer and do a lot of your own components and effects writing the LWUIT is most likely your best bet.
