You can do it but there is no override to force HTML.
In Eclipse you will get HTML in a JSP page if you don't have the J2EE support installed. I am not sure if the Netbeans plugin has the same behavior but my suspicion is that it might include the a:ajax tags.
If you have already added widgets using the palette you can simply remove the a:ajax tags and include the following at the top of the page:
If you need your glue.js file you will need to add a reference to that as well.
Now all you need to do is add the widgets you want from the palette which will copy in the necessary JS / CSS stuff in the /resources directory and then change the a:ajax tags to be div and use jmakiName, jmakiArgs, jmakiValue etc instead of the JSP properties as described in the https://ajax.dev.java.net/jmaki-html.html page
I think it would be a good addition to the plugins to be able to force HTML on JSP pages.
