TARGET_CC not correct

I am doing a cygwin based build of win32-arm-wm5, cdc. The make output has some things I cannot explain concerning the target. For example

TARGET_CC = which: no CL.EXE in (/cygdrive/c/Program Files/Microsoft Visual Studio 8/VC/ce/bin/x86_arm:/cygdrive/c/Program Files/Microsoft Visual
Studio 8/VC/bin:/cygdrive/c/Program Files/Microsoft Visual Studio 8/Common7/Tools/Bin:/cygdrive/c/Program Files/Microsoft Visual Studio 8/Common7/IDE:
/usr/X11R6/bin:/usr/local/bin:/usr/bin:/bin:/cygdrive/c/WINXP/system32:/cygdrive/c/WINXP:/cygdrive/c/WINXP/System32/Wbem:/cygdrive/c/j2sdk1.4.2_05/bin
:/cygdrive/c/apache-ant-1.6.5/bin:/cygdrive/c/Program Files/QuickTime/QTSystem/:/cygdrive/c/Maven 1.0.2/bin:/cygdrive/c/Program Files/MySQL/MySQL Serv
er 5.0/bin:/cygdrive/c/Program Files/Microsoft SQL Server/90/Tools/binn/:/usr/bin:/cygdrive/c/j2ee1.5/bin:/usr/lib/lapack)

I have no idea where this is coming from yet and for starters I have Visual Studio 9.0, not 8. Also I have the below settings. Can someone show me where I need to make the proper changes to get this the make to move on.

TARGET_CC version =
with no version

VC_PATH = ls: cannot access /cygdrive/c/Program Files/Microsoft Visual Studio 8/VC: No such file or directory
PLATFORM_SDK_DIR = ls: cannot access C:/Program Files/Windows CE Tools/wce500/Windows Mobile 5.0 Pocket PC SDK: No such file or directory
PLATFORM_TOOLS_PATH = ls: cannot access /cygdrive/c/Program Files/Microsoft Visual Studio 8/VC/ce/bin/x86_arm: No such file or directory

The default settings work for VS2005. With a newer compiler you may need to
change the configuration file wm5_defs.mk in cdc/build/win32 to set the
correct paths to your build environment.
