Grammatical/diction mistake(s) in documentation

This may not be the right place for it, but the bug reporting system doesn't really cater to this type of entry. There is an English usage mistake ("solecism" as William Safire would say) in the documentation for java.awt.event.MouseWheelEvent. It is a tiny mistake, but after appearing multiple times in the documentation for various J2SE releases, it has really started to bug me. The part I'm referring to should be "effect a change", not "affect a change". Laws and changes are effected...i.e. brought into being, while things that "affected" are changed. But it makes no sense to "affect a change".

(I actually submitted this as a document erratum on the Sun site about a year ago, but I think it was ignored.)
