Hi,

From the wording of the error, I'll assume that you are using Windows.
In order for the Command Line interpreter to know where to find java.exe, its containing folder needs to be on your systems PATH environment variable.

Hold the windows key and press pause/break
In the dialog that appears, select the advanced tab and click on the "environment variables" button
Under the heading system variables, select new.
In the name field, type JAVA_HOME
in the value field, type (including quotes) "C:\Program Files\Java\jdk1.6_03"
Click ok
Select the PATH variable and click the edit button
add the following on to the end of the existing content (including the semicolon) ;%JAVA_HOME%\bin

Click Ok on all dialogs

open a new command window

the java command should now function.
