I'm a bit confused on the structure of the CVS directories.
The 'mobicents-examples' tree contains a 'mobicents-cli' as well does the 'tools'-directory within the 'mobicents' tree. Which one is leading?

And why is there a 'ra/sipra' directory in the online webview on CVS whereas if you check out the 'mobicents' tree (HEAD) into local CVS, there is no 'sipra' subdirectory?

Examples have some replicated dirs to be libs of that project, ignore those.

SIP RA moved to it's own repository @ https://slee-sip-ra.dev.java.net/svn/slee-sip-ra/trunk

Ok, ignoring replication.

Next question then is what has its own repository and where is that documented?

I can find sub-projects on https://mobicents.dev.java.net/, does that mean these all have a separate repository (like eclipseslee, mobicent-management, mobicents-installer, slee-mgcp-ra etc...)?

Thats right each of them have their own repository.
