J2ME Development and testing house

I have a spec for a J2ME app to capture an image of a 2d barcode through the phones camera, and use image recognition to decode it and then pass that to a web site.
Can anyone recommend a development house for this and also anyone who can perform ongoing testing on multiple devices.

Java verified have a number of testing providers.

The company I was with created a 2D barcode scanner (http://www.beetagg.com). We built a single binary to work on all devices and did our testing & verification via the java verified site. (I think a testing round ran to $150 or so.)
