Create PNG Images for Making Sprites

I'm looking for a tool which can create PNG images for making sprites in J2ME mobile game programming.

Can anyone give a recommendation?

We have been using Photoshop, Paintshop Pro and ProMotion. I'm myself
NOT skilled in graphics but mainly uses ProMotion
(http://www.cosmigo.com/promotion/) for adjustments and small tests, but
the tool is good enough for creating graphics also. One nice advantage
for ProMotion is that it can ONLY work with pictures using a palette. So
max 256 colors.

Some graphics artists prefer one set of tools, other prefers others. I
would never invest in Photoshop for myself but Paintshop Pro and
ProMotion was within my own budget.

And as mentioned, PNGOUT to reduce the size of the PNG.

I prefer Photoshop myself.
