I have created a Navigation Menu from Yahoo UI , I don't know how to include it in Page Fragment (I am using sun java studio creator).

I'm guessing what you want is a templating solution for your app such as what facelets provide. There isn't yet any visual design type support for this in NetBeans, however, I believe someone has added some non-visual support. Also, I'd recommend using NetBeans Visual Web Pack 5.5 instead of Creator or just NetBeans 5.5. See my blog entry: http://blogs.sun.com/edwingo/entry/installing_netbeans_5_5_visual for a shortcut.
