I have one question related to Capacity - I am working on one of the project where requirements is specified as 200 pages/minute and performance requriement says less than 3 seconds performance

My question is - is this adequate specification for capacity ? What does this mean ? Does this mean 200 concurrent users viewing same page in a span of a minute ?

Does this mean that 200 users should get a response time in less than 3 seconds ?

Any thoughts or past experience ?

It depends on the application itself. When the application is merely serving a "static" response based on input parameters, then it is irrelevant whether it's 200 users requesting a single page every minute or a single user requesting 200 pages per minutes
On the other hand, if this is a web application that is more or less session based, then there is a difference between a single user or multiple ones.
From my experience, in Intranet applications it is about 200 users with sub 3 seconds response for every page.
