J2ME or .Net

Hi,

I am evaluating a mobile phone based softwaer that is going to capture a
video feed and provide the mobile phone user the capability to save it,
replay, rewind and forward.

This feed is coming from a building camera.

I am curently evaluating J2ME and .Net (Direct Show) based environment. Any
idea what paltform makes sense.

License cost per handset is a factor that I need to consider.Any idea how
much will be the licensing cost in MS environment.

Java ME applications are generally not subject to licensing fees just because they utilize the Java platform. However, the use of Sun brands and logos such as the Java coffee cup would require you to talk to Sun. Also, if you wanted to participate in testing programs such as Java Verified program (www.javaverified.com) there will be fees associated with that. But neither of these are mandatory.

Most phones don't support video capture from a java app, because it's rather new tech, but still there would be a lot more devices on the market than .net. Symbian is another consideration.
There is no licensing needed.

I am not a .Net expert by any means but consider that Java ME runs on 1.5 billion devices, including about 80% of the mobile phone base. Java ME is by far the most popular platform for mobile devices and has the largest user and developer base.

Fine, I think this fact is a proof enough.
What is the licensing consideration for using J2ME for developing portable and commercial mobile code on mobile devices ? Is there any licensing fee that I or my customer will be required to pay for commercial usage ??
(This MAY be the case potentially in case of using MS tools).
