wscompile in netBeans won't generate web service

I'm having a problem with a WSDL file that was provided by a supplier (see below). According to XMLSpy (enterprise edition), the file is well-formed and valid. However, wscompile is complaining about a missing namespace in the and elements. If I add those, it complains about a missing "element" attribute in the element.

From what I can tell, the WSDL file looks correct. To test, I tried some other WSDL file (including the example from the W3C page where WSDL is defined) and it complains about those as well. In other words, I suspect wscompile rather than the file.

Is there a way to find out what it takes to make wscompile happy?
