I use Java plug-in to my applet,but in win2003 I can't see applet,why? whether it need Microsoft vm?

It's right,you should download JRE from sun web site.
I really don't know why windows xp and 2003 don't support JRE of the SUN
I have a problem, I can access the Java control panel, but I need admin rights in order to enable Mozilla or IE for the tag support. Any way around it?
MSVM is obsolete. So definitely, please use Sun JVM.
To activate Sun JVM for IE/Moz/NS/Firefox, go to http://java.com/en/download/index.jsp to install latest java. Latest available JRE is 1.5.0_05. After installation, restart your browser session.
If Sun JRE is already install on your system, go to Windows Control Panel:
- click to launch the java cup (i.e, Java Console Panel)
- Go to Advanced -> tag support
- click to enable IE and/or moz/NS.
- click OK
- restart your browser
