1) If you are using WebStart

You can use XLReader beans.
It allows to open an external link thanks to WebStart's BasicService.

2) If you are using an applet

Maybe you could try
getAppletContext().showDocument(new URL("http://www.google.com"));

3) If you are using an application
---
This is more complex!
Try something like
prc = Runtime.getRuntime().exec("your command");
I have some source code that is known to work with windows, linux, and (not
all) Sun-Unix that I can give away.
