Little Red Question Marks instead of rendering link??

Hello again. I'm completely baffled by this, and I'm praying someone can point me in the right direction.

I've created links to help topics inside other helpsets using the tags and relative URLs. This has been working wonderfully, but recently the viewer pane started displaying 2 little red question marks (??) instead of the links. The thing is, I don't have a clue what could have caused this. I've made no changes to the structure of our help system. I have made some changes with how our JHelp component is being created, but I still get this error when I put the old way back in. I don't expect anyone to know what I've done here, but does anyone know what the question marks signify? If I knew that, maybe I could figure the rest out. Read on for some specifics, if you wish.

The help system is setup like this:
A single jar file with a master help set file at the top level, and subhelpsets inside of subdirectories in this jar file. I am dynamically merging some of the subhelpsets, while the others just sit there until one of their topics is called by the HTML tag from one of the merged helpsets.

My tags look like this:

Other parameters are included when necessary.

As I said, the link is from a topic in merged helpset, pointing to a topic in a non-merged helpset, but in the same jar file.

Any ideas would be greatly appreciated, as this is the only thing keeping me from turning this in as complete!
