Try the Helen 1.5 or JHelpBuilder 1.0 authoring tools. I'd highly recommend
both.

I used FrameMaker 6.0 and WebWorks 7.02 to generate JavaHelp output on
Win2k platform. But the output JavaHelp widget is not displaying the HTML
pages as topics, no navigation even. The XML files are all empty except for
declaration. Can someone suggest me how to go about generating peoper XML
for TOC and Index??
