JavaHelp Not displaying Topics

I used FrameMaker 6.0 and WebWorks 7.02 to generate JavaHelp output on Win2k platform. But the output JavaHelp widget is not displaying the HTML pages as topics, no navigation even. The XML files are all empty except for declaration. Can someone suggest me how to go about generating peoper XML for TOC and Index??

I use the exact same set of tools and have managed to get pretty good output. Be
sure you use the "Sun JavaHelp" template and Support directories. Make sure
you've done the paragraph mappings for the TOC.
