System Wide SecurityManager

It's nice that a developer can set a SecurityManager for the currently running Virtual Machine. What would be nicer would be a way to allow a System Wide SecurityManager to be installed.

Problem: Personal Firewalls such as Norten currently can only grant/deny port access base on the java.exe.

Resolution: Allow applications such as a Personal Firewall to set it's self up to provide port access based on Code/Certificate.

This does not have to stop at the port access level, and a System Security Manager should be in addition to any that was set by the developer. System.setSecurityManager( SecurityManager ) should not overide any System wide SecurityManager, but add a second layer to the Security.
