Blog Summary should use html-stripped description/blurb

Blog summary snippets that are displayed on the home page and the blogfront page currently use an html-stripped snippet taken from the beginning of the blog body. It is more customary to use the Description/Blurb field for blog summary displays. However, HTML must be stripped from the Description/Blurb field before the data is displayed on the front or blogfront pages. If the user did not enter a Description/Blurb, either the beginning of the body could be displayed (as is currently done), or nothing will be displayed (and blogger will be instructed to use the Description/Blurb field by the editor).
