File generation problem

I'm getting the error "Error finding platform configuration file template" whenever I try and run the Hello World application. I'm using Eclipse 3.4.2 Build id: M20090211-1700 and RI 1.1.4 Rev 14114 that I obtained via the CableLabs trunk using Cygwin. Any idea on what this could be caused by?
Here is my xait.properties file:

Also, I've notice that when I change my RIBundleManifest.xml's location attribute to "<location>$(TWB_TOOLROOT)</location>", I get the error "org.tru2way.twb.ri.bundle.runtimes.OcapBundleException: Location is not a directory: $(TWB_TOOLROOT)" even when it's defined as a directory in my setEnv file. If I change the location in the RIBundleManifest.xml to the path as defined in setEnv, the error does not show up anymore.
