I have learned a bit more about my problem so I am rephrasing it:

I am using Javahelp for the help for my diagramming tool (called DrawFBP). I am running Win7 on a 64-bit machine. I have built my help facility using Javahelp, and it works well, either using JWS or from a jar file on my own system.

However, if I access a web page (say on my web site) specified in one of the help panels, I can see the requested web page fine, but, right afterwards, Javahelp under JWS crashes and locks the whole application solid. The only thing I can do at this point is to goto the Windows Task Manager and kill the Java console process. If I run from a jar file on my hard drive, I have no problem.

Question: is it necessary to add some parameter to the jnlp file to allow access to other web pages on my web site? I note that JWS asks permission to access my web site, so it should be able to access the requested web page - in fact it does, but crashes after displaying it.

If anyone wants to try this, access http://www.jpaulmorrison.com/graphicsstuff/DrawFBP.jnlp , open with JWS, and then click on Help/Launch Help, then select Overview, then go to the FBP web site link.

Just a clarification: apparently JWS crashes right after putting up the remote web page. The first screenful of that page is legible, but no further action can be taken.
