JAX-WS Handler Not Loading

I'm getting an error trying to load a JAX-WS handler class (even though the class name, path, and handler file are all correct), hope someone can help, attached is the stack trace

Is there anything special required to get handler classes to load properly with GlassFish V3.1?

No, you don't have to do anything. I guess you are not packaging the war correctly . A sample war file would be helpful.
