UTF-8 code is included in the domain.xml

Hello!

I am using GlassFish 4 multilingual version.

UTF-8 code is included in the "multiple elements" in the domain.xml of this version.

e.g. " ((visible in edit tab, but not visible in view tab.))

but, there is no "declaration of the character set" in domain.xml. as a result,

a) if run to UnitTest of EJB, the test was error and stops.

b) Can not start when I create a "standalone server instance".

Caused by: org.glassfish.config.support.DomainXmlPreParser$DomainXmlPreParserException:
javax.xml.stream.XMLStreamException: ParseError at [row,col]:[89,40]

but, asadmin start-domain will run without problems.

If I delete, in order to restore frequently.
