Why haven't Oracle made the latest version (1.3.39) of the TZUpdater Tool available for download?

Hi,
We need to update the timezone information in our application but we can't get hold of the latest version of the update tool. Oracle have updated the tool to 1.3.39 but the TZ Updater download page has only version 1.3.38 available.
This page, http://www.oracle.com/technetwork/java/javase/tzdata-versions-138805.html, says: "TZUT v1.3.39 now available containing the Olson 2011g update. Please contact your local Oracle Support Office to obtain this version".
After 45 minutes on the phone with Oracle support we still have no answer. The guy I talked had no idea how to find the files but he said he would investigate further and call me later. He said that the tool might only be available to customers with an Oracle support contract.
According to http://bugs.sun.com/view_bug.do?bug_id=7039330 the tool was updated on April 25.
Does anyone have any information about this or know how we can get the latest version?

Just got an answer from Oracle. The latest version of the TZ Updater Tool is only available for paying customers. Way to go Oracle...

Oracle has finally changed their minds and the TZ Updater Tool is again publicly available.
