No changes between 7u2-b06 and 7u2-b07?

The http://download.java.net/jdk7u2/changes/jdk7u2-b07.html file is empty. Does this mean there were no changes between 7u2-b06 and 7u2-b07 or is this just a glitch in file generation process?

Must be a glitch, there would be no need for a new build unless there were changes.
