Editor needs site announcement content type

Java-net Project Issue
Currently, when there is a partial site outage, there is no way for the editor to put an announcement in a prominent place on the java.net front page. It would be best if we created a new "Site Announcements" area, that would appear at the top of the center column on the java.net front page.
