Well, I work in the government of a small state - a million or so people, state legislature and a dozen or so government departments. A traditional feeding ground for IBM, Oracle, M$, EDS and various local pirates, there's a vigorous push from the top to share services, align contracts, and establish whole of government directions rather than the time-honoured approach of small groups of people making things happen in their own domains.
There's a message about sustainability in information systems that's a long way from getting through in this environment. Everyone's short term interests are served by maximising lock in and licence fees.
People who write bad Java applications don't help, of course, and the people who come after them and say "Well, you wouldn't have that problem with EE 6 and sensible design" get short shrift. |
