I believe this boils down to "user" preference. I'm running Windows XP with the default theme and the Office 2003 products look completely different from IE 6, Wordpad, Firefox, etc. Which is the "native" look for WIndows XP again? At least "all" of the Office 2003 apps have the same look. I have to work on multiple platforms throughout the day, so I really appreciate the ability to have a consistent look and feel for my portable apps. For instance, I love the fact that iTunes has the same look on WIndows as it does on my Mac.
In your example, that person is already pulling their hair out with all the inconsistent looking apps that he can't control. Let's not even mention his fury when he tries to surf the web. ;-)
